Hon. David Pulkol

Executive Director

Hon. Pulkol is a founding member of AFLI. He has deep-running experience as a public servant, academic, social researcher and development professional. He began his career as a lecturer at Makerere University, then went on to become a Member of Parliament, and later Cabinet Minister in different social sector portfolios. He is a two-time Head of External Security Organisation (ESO) in Uganda. Hon. Pulkol has also served as Deputy Regional Director for UNICEF, in-charge of 23 countries in East and Southern Africa. He is a specialist in Applied Research, legislative practice, policy analysis, development programming, advocacy and democratic governance

Dr. Gerald Werikhe

Head of Civic Engagement and Research

Dr. Werikhe Gerald Wanzala is the Head of Civic Engagement and Research. He holds a Ph.D. in Logistics Engineering and Management, and Master of Management Science (Corporate Management) from Dalian Maritime University, China.Gerald has strong skills in applied research for regional development, as well as teaching and mentoring students at higher educational levels.He is also extensively exposed in the fields of policy analysis and development; public policy research and governance; professional training and workshop facilitation; stakeholder coordination and community mobilisation.Gerald was part of the pioneer team that implemented the first Parliamentary Scorecard project in 2007.

Mr. Robert Muwema Kintu

Head of Data Processing and Information Technology

Mr. Robert Muwema Kintu is the Head of ICT and Data Processing. He is a pioneer member of the AFLI team, and holds two Masters Degrees – A Master of Business Administration from University of Dundee, Scotland, and an MSc (International Marketing) from University of Strathclyde, Glasgow U.K. He is currently pursuing a Ph.D. in Business Administration at SMC University, Switzerland.A businessman in his own right, Robert is the brains behind the technical features of the Parliamentary Performance Scorecard. He has been involved in the planning and design of the research and data analysis models, as well as defining the key components of the entire project. He has been intensely involved in a wide range of business consultancies, investment and start-up acceleration, particularly in the areas of business development, ICT and marketing.

Ms. Catherine Nyaburu

Head of Finance and Administration

Catherine Nyaburu is the Project Accountant. A Chartered Certified Accountant and a Member of the Association of Chartered Certified Accountants (ACCA-UK), she holds a Diploma in Accountancy from the International Institute of Media Studies, Kampala, and has more than 15 years of experience in accounting, financial management, audit and administration. Catherine has been involved in consultancy for clients in a wide range of sectors in East Africa. She also has a firm background in service for private organisations and donor-funded agencies, among them UN Women, International Fund for Agricultural Development (IFAD), Irish Aid, Oxfam, European Commission and United Nations Development Program (UNDP). Before joining AFLI, Catherine was the Finance and Administration Officer at the Institute for Social Administration (IST), Uganda

Mr. Marvin Keith Mutebi

Head of Youth & University Engagement

Mr. Mutebi Marvin Keith is the Head of Youth & University Engagement. He holds a Master of International Relations and Diplomacy (Majoring- Human Rights) from Nkumba University. He is a Lawyer holding a Post Graduate Diploma in Legal Practice from the Law Development Center, Uganda and a Bachelor of Legal Laws from Uganda Christian University, Uganda. Marvin Joined AFLI as an Intern in 2016 and later worked as a policy analyst and a project assistant. During his experience with AFLI Marvin has developed research skills in both legal and social disciplines. Marvin has good experience in working with Youth around the country. Marvin has also been extensively exposed to policy analysis and development; public policy research and governance; professional training and workshop facilitation; community mobilization. Marvin is part of the team that conceptualized the current Parliamentary Scorecard project in 2016-2018.

Mr. Wambere Nathan

Head of Quality Assurance, Partnership Strengthening and Human Resource

Mr. Wambere Nathan Peter is the Head of Quality Assurance, Partnership Strengthening and Human Resource. He holds a Master of Public Administration and Management(Majoring- Non Profit Leadership) from Uganda Christian University(UCU). He is a Consultant in the NGO World. He holds a Bachelor of Arts in Social Work and Social Administration from Uganda Christian University(UCU). He holds a Certificate in Paralegal Law Course from the Law Development Centre Kampala, Uganda. Worked with Foundation For Human Rights Initiative (FHRI) as Senior Project Regional Coordinator Eastern Uganda for 5 years, Regional Team Leader West Nile for 7 Years. He also served at the Paralegal link Uganda as Director Programs for 3 years. He boasts of his NGO World experience of more than 13 years (Consultant). He feels that his two biggest Strengths are;- 1. The ability of understanding people under his docket. 2. The High level of experience that allows him gain the satisfaction from the well being of Junior Cadres.
