Dr. Thelma Awori
Dr. Awori held senior administrative roles in the United Nations before retiring at the level of Assistant Secretary General responsible for UNDP’s Africa Bureau. She is the Executive Director of the Institute for Social Transformation (IST), and also serves as Counsellor General for the Government of Liberia in Uganda. She is an African feminist in her own right, and continues to influence policy and action across the continent.
Dr. Sylvester Kugonza
Dr. Kugonza chairs the Finance and Resource Mobilisation committee of the board. He is a public policy specialist, with rich experience in project planning, management, monitoring and evaluation. He is currently the Dean, School of Civil Service, Public Administration and Governance Studies at the Uganda Management Institute (UMI). He is also one of the AFLI founding members
Mr. Tobias Onweng
Mr. Onweng chairs the Human Resources and Research committee of the board. He is a rural development economist, with extensive experience in research, training, advocacy and capacity building. He has served in different capacities, including lecturer at Makerere University, and Head of Research and Resource Mobilisation at the Uganda Management Institute (UMI). Having participated in founding AFLI, Mr. Onweng has served the organisation in different capacities over the years before joining the board.
Mr. Hillary Duku
Mr. Duku is a financial management professional with 37 years of experience in the field. He has served as Director General in the Ministry of Finance, Government of South Sudan. Mr. Duku also has extensive experience in development, including managing a USAID-funded water and sanitation project in South Sudan
Ms. Cissy Birungi Kayaga
Ms. Kayaga chairs the Procurement and Logistics Committee of the board. She is a procurement specialist with extensive international experience. She has worked in the UK, and formerly headed the procurement department at the Uganda Management Institute (UMI).
Dr. Frank Muhereza
Dr. Muhereza is a founder member of AFLI and is the chair of the Research and Policy Committee of the board. He is a Senior Research Fellow at the Centre for Basic Research and Makerere University Institute for Social Research. He has extensive experience in Research, Consulting and Teaching. Additionally he has consulted for the South Sudan Government-Ministry of Interior on Security and Small Arms Control. He has done extensive work on pastoralism and agro-pastoral livelihoods. He has written extensively on different aspects of Karamoja’s problematic past and blue prints on post disarmament Development. He is credited for the design of Karamoja Integrated Disarmament and Development Program (KIDDP) under the Office of the Prime Minister
Hon. David Pulkol
Hon. Pulkol is a founding member of AFLI. He has deep-running experience as a public servant, academic, social researcher and development professional. He began his career as a lecturer at Makerere University, then went on to become a Member of Parliament, and later Cabinet Minister in different social sector portfolios. He is a two-time Head of External Security Organisation (ESO) in Uganda. Hon. Pulkol has also served as Deputy Regional Director for UNICEF, in-charge of 23 countries in East and Southern Africa. He is a specialist in Applied Research, legislative practice, policy analysis, development programming, advocacy and democratic governance
